This sample policy manual provides a sample comprehensive policy manual that schools can use to craft their own policy manual. It is strongly recommended that schools do not just adopt this policy manual, but instead use it as a reference to develop a policy manual that will work well with the school in accordance with your charter application, charter contract, and desires of the governing board.

The policy manual has gone through a couple of revisions. The most recent revision was completed in February 2023 and included an extensive review by a law firm that works closely with charter schools. The new policy manual includes several new policies which are listed in the 2023-02 Summary of Policy Updates document.

This policy manual was developed for schools in Florida. While many of these policies may be usable in other locales, we would recommend measuring each of these policies against the statutory requirements in your state if you are not in Florida.
